Development Financing

Development funding is available to secure the project team, subject matter experts and financial sources; to undertake research on the subject matter and target audience; to advance the creative materials; to prepare pitch materials and create a trailer or pilot episode;
to develop marketing and impact strategies and prepare implementation plans.

How to apply - on April 25, 2025

Check eligibility

-> Use the checklist below to confirm your company and project are eligible.
-> Review the 2025 Program Guidelines.
-> Gather at least one Health Organization Support Form and one Platform Support Form.
-> Between March 24 and April 4: Email your Health Organization and Platform Support Forms to info@telusfund.ca to confirm eligibility.

The Evaluation Tool

The Evaluation Tool is a fast and easy way to find out if your project is likely to receive development financing. It takes only a few minutes to complete.

The questions in this tool are based on the 4 evaluation criteria used by the Board of Directors to render funding decisions.

Minimum
Requirements

The Eligible Applicant:

  • checkmark_1 Has experience in producing comparable Programming.
  • checkmark_1 Is a for-profit taxable corporation as defined by Canada’s Income Tax Act.
  • checkmark_1 Is headquartered in Canada and Canadian controlled, as defined in Sections 26 to 28 of the Investment Canada Act.
  • checkmark_1 Owns all necessary rights to create, produce, distribute, and exploit the project throughout the world in all manners, languages, and media, and on all platforms and devices for at least 24 months at the development stage.

The Eligible Project:

  • checkmark_1 Is a scripted or unscripted TV program, feature-length film or web series.
  • checkmark_1 Addresses well-being issues that matter to millions of Canadians in the central storyline or in sub-plots.
  • checkmark_1 Is produced in English and/or French and certified as Canadian content by the CRTC, Telefilm Canada, or CAVCO.
  • checkmark_1 Includes ample Complementary Content to help develop the audience in Canada and deepen their experience (e.g., short digital videos, learning resources).
  • checkmark_1 Does not fall within the CRTC Program Categories of News, Reporting and Actualities or Sports.
  • checkmark_1 Will spend at least 75% of the budget in Canada
